We need to give data processors a way to select which of the boundaries represents the official city boundaries. I have (for now) changed "CITY BOUNDARIES" as a layer to "ADMINISTRATIVE BOUNDARIES" just because we have really been uploading a whole lot of stuff in there, and it's not realistic that the system picks up a single shapefile from there. Instead it makes more sense that a user has the option to mark the official boundary file from all available files (could even be a file that is NOT part of the uploaded files in case it's a national level file for instance).
